The lowest accessible level of the Central Archive. Sub-Level C was sealed after the 1978 Incident (classified, do not inquire). The door was re-opened in 2024 by maintenance workers who found it unlocked from the inside. The level contains documents describing a city built in the ruins of the old world — a city that does not appear in any Velgarien geography. The documents are written on material that analysis identifies as "paper, but Italian."
